中国动保公益联盟正式成立 China Animal Protection Charity Association (CAPCA) was officially established
2016-12-18 中国动保公益联盟 益它论坛 18-Dec-2016 CAPCA Benefit-It Forum 经过近半年的筹备，中国动物保护及动物福利推进公益联盟（简称中国动保公益联盟）于2016年12月18日正式成立。
After nearly six months of preparation, China Animal Protection Charity Association (referred to as CAPCA) was officially established on 18th Dec, 2016.
联盟是非营利性的动物保护联盟工作组织，其发展目标是：志愿加入中国动物保护及动物福利推进公益联盟。秉持尊重生命、人与自然和谐相处价值观，以倡导动物保护立法、推进动物福利为己任，以科学、理性态度对待动物，以大爱、包容、平和方式与不同观点群体相处，实事求是，求真务实，不以盈利为目的，坚持财务全方位透明化，追求科学规范组织团队建设，为推进中国动物保护水平、加快动物保护立法、提高动物福利、维护良好的动物保护人文生态而奋斗。
The alliance is a non-profit joint working organization that dedicated to animal protection. Its developing target is: Joining in China Animal Protection Charity Association is on voluntary basis. The core value is to respect life & harmonious co-existence between man and nature. To advocate animal protection legislation and promote animal welfare is our responsibility. We treat animals in a scientific and rational manner. CAPCA gets along with different view groups with great love, tolerance and gentleness. We seek truth from facts and being realistic over our progress. The Association is not profit driven. We insist on financial full transparency and pursue scientific standardized organization team building. We strive to promote China’s animal protection standards, accelerate animal protection legislation, improve animal welfare and maintain balanced humane ecology of animal protection.
联盟由国内11家动保组织联合发起，它们是： The Association is co-launched by 11 animal protection organizations, they are:

问 答 Q & A 如何加入中国动保公益联盟？ How to be a member of CAPCA?
1. Q:申请加入联盟的基本条件是什么？ What are the basic requirements for application of joining the Association?
A:1.有公开透明的财务晒账制度； The applicant Organization or Team should have open and transparent accounting full disclosure financial system. 2.认同并自检符合联盟章程及联盟制定的最低福利标准，具体包括： Agree and self-inspection to complies with Association’s constitution. Meet the minimum welfare standard set by CAPCA, specifically including: （1）200只犬配备一名专职饲养员为最低标准； The minimum standard is 200 dogs with one full-time breeder; （2）不给动物使用变质及过期食品药品； No spoilt or expired food/medicine for animal; （3）杜绝繁殖，未绝育的动物保证公母分开。 Eliminate breeding, ensure animals not sterilized separated by gender. 3.反对以买狗方式救助动物； Opposing rescue animals by purchasing; 4.理念上保持动保理性，不绝对反对安乐； Stay rational about animal protection, not absolutely against euthanasia; 5.开放基地，随时接受联盟考察。 Base opening up for CAPCA inspection at any time.
2 Q:申请加入联盟的程序是什么？ What are the procedures for application of joining the Association?
A:1.按照章程要求提交相关书面材料（材料模板另行发布）； Submit the relevant paperwork according to the constitution (Paperwork template shall be issued separately); 2.有3家以上联盟成员联合推荐； Joint recommendation by at least 3 Association existing members; 3.具体申请方式和流程将随后发布，请随时关注联盟平台信息。 Detailed application methods and procedures will be issued separately, please follow the information from CAPCA platform closely.
3 Q:联盟成员享有哪些权利？ What are the rights of members of the Association?
A:1.参与联盟发起的推动立法等主题联合署名； Participation of the Association launched cosign campaign such as promote legislation etc. 2.参与联盟组织的专业技能培训； Participation of professional skill training organized by the Association; 3.享有联盟统筹的医疗、物资、场所改造等资源； Eligible to the medical, Materials, site reconstruction resources etc. overall managed by the Association; 4.对联盟发展提出建设性建议和意见； Have the right to provide constructive suggestions and opinions for the Association’s progress; 5.监督联盟工作的规范性和透明化。 Have the right to supervise the standardization and transparency of the Association’s work.
4 Q: 联盟成员承担哪些义务？ What are the obligations of members of the Association?
A:1.按时缴纳活动经费； Pay the Association activity funds on time; 2.参与联盟发起的推动立法等主题联合署名（无须单独授权）； Participation of the Association launched cosign campaign such as promote legislation etc. (No separate authorization is required); 3.按照联盟要求转发、宣传联盟理念、资讯； Repost, publicize the Association’s concept & information according to the Association’s requirement. 4.按照月度提交本机构上月账目明细，在联盟平台公示（未筹款机构除外）； Submit own organization last month’s account details monthly and publicize on the Association’s platform (Expect for non-fundraising organizations); 5.每月每个成员机构向联盟提交一篇以上有质量的宣传动保正能量的资讯文章（包括并不限于科普、新闻、观点分享等）。 Submit at least one quality articles about promote positive energy of animal protection to the Association (including, but not limited to popularization of science, news, view sharing etc.).
5 Q:成员如何退出联盟？ How does members withdraw from the Association?
A:1.加入自愿，退出自由，因成员自由意志选择退出； Join and withdraw voluntarily which base on members’ free will; 2.成员3个月以上不提交月度账目明细； Members not submit monthly account details for more than 3 months; 3.成员不按时缴纳活动经费； Members do not pay the Association activity funds on time; 4.成员被投诉有动物虐待、账目不清甚至骗捐等问题，一经查实予以劝退。情节严重的，经常务理事会决议，予以开除。 Members whom being reported animal abuse, unordered accounts and even fraudulent fundraising etc., it will be persuaded to withdraw once verified. If the circumstances are serious, it will be expelled upon the standing council resolution.
6 Q:个人如何申请加入联盟？ How does individuals’ application of joining the Association?
A:联盟成立初期，暂不向个人成员开放，待条件成熟后通过补充修订联盟章程向个人成员开放。请随时关注联盟平台消息。 The Association currently not open to individual members at the initial establishment period. Once conditions ready, we may open to individual members through supplementary amendments of the Association’s constitution. Please follow the information from CAPCA platform closely.
